This Transparency Report is issued by Dataweb Global Group B.V., operating as an Infrastructure-as-a-Service (IaaS) provider, in accordance with the Digital Services Act (Regulation (EU) 2022/2065 — “DSA”) and the relevant regulations of the Member State where it acts as an intermediary and hosting service provider.
The report describes how Dataweb Global Group B.V. manages instances of internet abuse and illegal content with diligence and in line with applicable legal obligations. As an IaaS provider, the company offers services including Public and Private Cloud, Dedicated Servers, Colocation, Content Delivery Networks, and technical support, without having direct access to customers’ content.
Dataweb Global Group B.V. operates independently under applicable local laws, including GDPR. Experienced Compliance managers are available to provide expertise on abuse management and guidance to authorities, particularly on complex ethical or legal issues related to internet misuse.
The company’s services are governed by the Master Service Agreement, accessible on the corporate website. Compliance policies include an Acceptable Use Policy, a Claim Consideration Policy, and a Know Your Customer (KYC) procedure, all aligned with the laws of the jurisdictions where the company operates.
Compliance managers oversee all incoming abuse reports and requests from law enforcement authorities. Our Compliance management team operates in multiple languages, handling documents in English, Dutch, Greek, Portuguese, Spanish, Polish, Ukrainian. When necessary, we are able to enlist (including through subcontracting) experts who are proficient in additional languages. Staff receive continuous professional training and follow internal guidelines, which are reviewed annually by external legal advisors to ensure full alignment with the DSA and related regulations.
Legal Counsel supports the Compliance management team with regulatory and legal guidance, supplemented by external law firms. As an unmanaged IaaS provider, Dataweb Global Group B.V. does not create or monitor customer content. Detection of potential misuse relies on external reports and third-party submissions.
Although the company does not have direct access to customer content, it continuously enhances compliance procedures to address abuse in line with local regulations and societal expectations.
Algorithms are used to flag content potentially violating company policies, but all flagged items are reviewed by human moderators before any action is taken. Human review is conducted either proactively by the Compliance team or based on third-party reports; automated moderation is not used to make final decisions.
When processing reports of illegal content or complaints regarding prior actions related thereto, content reviewers first assess the issue against internal policies. If no violation is identified, Compliance managers evaluate potential legal implications. When content is not clearly illegal, the associated report may be escalated for further review. In cases requiring additional investigation, specialized Legal request officers handle the reports with appropriate expertise, including language capabilities. Legal counsel may be consulted where a decision remains uncertain.
The Compliance team collaborates in a continuous and coordinated manner through meetings and other channels to ensure timely and consistent handling of reports. Takeaways from cases involving legal consultation are shared with all designated and concerned team members to improve consistency and refine decision-making.
Team leads and subject matter experts support Compliance managers. The team includes professionals with backgrounds in law, political science, communications, sociology, cultural studies, and linguistics. They handle both initial reports and complaints about prior decisions, covering issues within and beyond the EU.
All members of the Compliance management team have over five years of experience in content moderation. The team collectively covers multiple languages, and additional expert support and language tools are deployed when required.
A specialized team has been effectively established to assess and respond to reports of illegal content received through various channels or identified proactively, ensuring that actions are appropriate, consistent, timely, and legally compliant.
